Russ Brooks is the retired President and CEO of SPE Federal Credit Union, a $79 million financial services cooperative providing banking services to thousands of households in State College and Centre County. Prior to becoming SPE’s president, he founded and operated R. P. Brooks & Associates, a management consulting firm that works with organizations to leverage human capital and increase revenues through effective training and managing for results. A graduate of Penn State University, Russ has over thirty-five years of management experience in the industry and banking. Prior to forming his own consulting company, he held the position of Senior Vice President of retail banking in a high-performance community bank based in Pennsylvania.
In addition to his work in the private sector, Russ has for many years served as an instructor in the Penn State University College of Business Administration. He has taught courses in marketing, sales management, and organizational behavior. Russ held elected office as a director of the Penns Valley Area School District and as the mayor of Centre Hall, Pennsylvania. He served 12 years as a Trustee of Mount Nittany Medical Center, a 250-bed community hospital, in State College, Pennsylvania. He currently serves as a member and past chair of the board of directors of The Foundation for Free Enterprise Education.
